Challenges and Opportunities of Digitalizing ASN Governance in State Islamic Higher Education Institutions in Indonesia

The digitalization of governance is an urgent necessity for improving efficiency, transparency, and accountability in the management of the State Civil Apparatus (Aparatur Sipil Negara, ASN), including within State Islamic Higher Education Institutions (Perguruan Tinggi Keagamaan Islam Negeri, PTKIN) in Indonesia. Digital transformation constitutes both a challenge and an opportunity in efforts to improve the ASN management system, particularly in supporting the implementation of the Ministry of Religious Affairs' eight priority programs. This article discusses several challenges faced by PTKIN in implementing the digitalization of ASN governance, including infrastructure limitations, organizational culture resistance, and limited human resource competencies. At the same time, digitalization creates broad opportunities through technological integration, improved services, and data-based administrative efficiency. Using a descriptive qualitative approach and a literature review, this article offers strategic solutions to accelerate the digitalization of ASN governance in PTKIN, including strengthening ASN digital capacity, reinforcing regulations, and developing integrated systems based on institutional needs.
